Program Manager  

Fregata Systems seeks a Program Manager with 5 years of U.S. Federal contracting program management experience. 

Job Function: Execute day-to-day business operations for one or more Federal contracts 

Job Level: Manager 

Employment Status: Full-time, exempt 

Effective Date: 1 September 2024 

Primary Location: Alexandria VA/Washington DC metro area, hybrid-work mix of in-person and virtual engagement. Must reside in the Washington DC metro area.

Travel: Occasional travel to provide direct interface with customers to support customer and company meetings, and to present reports. 

Security Clearance Requirement: Active Secret (or higher)

U.S. Citizenship: Required 

Salary Range: $100,000 to $140,000 per year 

 

Job Summary  

Direct and coordinate the operations of one or more Federal government contracts supporting the U.S. Air Force and other U.S. Department of Defense (DoD) organizations. Oversee personnel in daily business and program operations, manage all aspects of program execution, and provide strategic guidance to the team and stakeholders. Experience with interactions with business partners and U.S. Government customers is also required. Ideal candidates will have experience in corporate-level governance and daily execution of business activities, as well as familiarity with full life-cycle project development. 

 

In this position you will  

 

  • Manage Fregata Systems contract personnel working on customer sites, while growing the program to fill open roles for future opportunities
  • Engage with prime contractor(s), Program Managers, and Government customers
  • Provide a direct interface with customer, support or attend status meetings, and generate program reports and customer deliverables 
  • Monitor contract requirements, progress, and performance, identifying areas for improvement and taking corrective actions as needed
  • Ensure compliance with contract requirements, deliverables, and reporting obligations and that processes are delivering their intended outputs (subcontractor deliverables)
  • Manage budget, schedule, and deliverables set forth by the Government customer and prime contractor(s)
  • Manage contracts and opportunities in the company business system
  • Develop and implement efficient operational processes to meet project deadlines and objectives
  • Collaborate with cross-functional teams to ensure seamless project execution
  • Build and maintain relationships with government agencies, potential clients, and industry partners
  • Provide strategic guidance to contract teams and stakeholders
  • Maintain accountability of government-supplied equipment and facility badging
  • Monitor and manage the programs’ financial health, including budgeting, forecasting, and financial reporting over the program lifecycle
  • Develop and maintain financial policies and procedures to ensure regulatory compliance

Required Qualifications:

  • Bachelor's degree in a business, technical, or engineering field
  • Experience in planning and program management
  • Project Management Skills
  • Defense acquisition experience. including working with DoD Systems Commands and Program Offices
  • Experience with corporate business and/or contracting processes
  • Experience with mitigation and risk management processes
  • Technical liaison skills
  • Experience with Customer Relationship Management (CRM) systems 

 

Desired Qualifications:

  • Master’s degree, MBA, or similar certification, such as a Program Management Professional (PMP)
  • Aerospace Engineering knowledge
  • Knowledge of requirements, Statement of Work development, and RFP development
  • Cost proposal development experience
  • P&L knowledge and financial management/reporting skills
  • Experience with Microsoft Project
  • Technical Report writing for contract deliverables

 

This position requires eligibility to obtain and hold a security clearance.
