What We Are Seeking: The DATCP’s Division of Food and Recreational Safety is recruiting for a Program and Policy Analyst to fill a Limited Term Employment opportunity. This appointment is expected to work approximately 20 hours per week.

Where We Are Located: This position is located at 2811 Agriculture Drive in Madison, WI. DATCP is in the Prairie Oaks State Office Building situated on Madison's southeast side. We are only minutes away from the Beltline Highway, Interstate 90 and Highway 51 for quick access to local restaurants, retail and service locations.

Telecommuting Option: This position may have the ability to telecommute up to 6 days per 2-week pay period! An approved telecommuting agreement is required before an employee may telecommute. Approval of the employee’s telecommuting agreement and work schedule will vary based on the operational needs of the Division. All DATCP employees who telecommute are required to live in Wisconsin.

Position Summary



This position conducts program and planning analysis work in the Division of Food and Recreational Safety’s Bureau of Food and Recreational Businesses under the supervision of an Environmental Health Services Supervisor. The position assists in developing and implementing a produce safety regulatory program under a cooperative agreement with the US Food & Drug Administration (FDA). The position will conduct planning and analysis, perform a variety of research and evaluation activities, assist with policy development, etc. In addition, the position will be responsible for compilation of data and maintenance of program records and documentation.

45% - Participate in the development and maintenance of an accurate dynamic Wisconsin produce farm inventory.

25% - Provision of program planning and analysis functions in support of the Produce Safety regulatory program.

25% - Management of effective record keeping systems to track program evaluation findings, action or implementation plans, contacts, etc.

5% - Participate in the development and revision of policy, guidelines and administrative and inspectional procedures pertaining to the produce safety regulatory programs.

Salary Information



This classification of this position is Program and Policy Analyst which is in schedule/ range 07-04.

Pay will be up to $28.00 per hour, commensurate with experience.

For current and eligible former State employees, compensation will be set in accordance with the State Compensation Plan effective at the time of hire.

Job Details



DATCP does not sponsor work visas. Any appointment made will be contingent on the selected applicant being able to provide documentation of eligibility to work in the United States.

A criminal background check will be performed on the selected applicant prior to an offer of employment.

Applicant must be a resident of Wisconsin (18 years of age or older).

Applicant must possess a valid driver’s license, including proof of current auto insurance, OR the ability to provide one’s own transportation for work purposes.


Limited term positions are not civil service classified positions, do not have rights to permanent civil service classified positions, and do not lead to permanent status.


This position is Limited Term Employment (LTE) and is limited to 1,039 hours in 26 consecutive pay periods (1 year)

Travel is required 2-3 times per year for in-state meetings.


Qualifications



A minimally qualified candidate will have each of the following:

  • Experience with analyzing data (collecting, analyzing, interpreting/reporting data; database management software [Microsoft Office or similar]; presenting data to stakeholders)
  • Experience with policy and/or program planning, review and/or development (analyzing current procedures/statute; authoring technical documents, explanatory memos, administrative rules)

Additionally, a well-qualified candidate will have one or more of the following:

  • Experience within a food safety environment (principles of safe growing, harvesting, packing and/or holding of produce for human consumption; food inspection; investigation techniques; food sampling techniques)
    Experience with communicating program results to internal and external stakeholders (coworkers; supervisors; industry leaders; general public)
