Job Summary: To acquire up to steady state professional, administrative and program management support personnel to support the Agency. Also to provide Programmatic Support to all programs for a federal crisis agency. Assist the agency capacity in response to disaster or repatriation incidents and/or quickly re-constitute capability to recover from a large disaster event.
NOTE: This position is contingent upon an anticipated contract award, Work will be performed On-site at a minimum of 3 days a week (at the government's discretion) with Situational/ad-hoc/episodic telework on an as-need basis. During incident responses work will be perfored within the Continental United States (CONUS). Responsibilities: - Assist and perform analyses of policy and program issues which include preparing re-ports, presentations, memoranda, data analyses, data visualizations, or other work products on budget, trends, policy, and legislation applicable to Agency and repatriation programs.
- Perform analyses of congressional hearing reports to determine major issues and problem areas likely to be raised during congressional testimony.
- Assist in initiating legislative proposals consistent with agency priorities, perform analysis of ongoing legislative initiatives and plans to ensure that Congressional notifications / contacts and engagements are properly addressed.
- Cultivate and maintain relationships with other organizational units including other Federal agencies, quasi-governmental groups and other key partners and stakeholders including national and international organizations.
- Perform analysis of disaster human services, and repatriation legislation, regulations, executive directives, departmental policy issuances, as well as other influential statements of policy.
- Manage linkages and relationships with a variety of external organizations including national, state, and local organizations as well as other Federal agencies.
- Assist in developing Program policies and directives to advance the agency's initiatives and priorities.
- Facilitate the coordination and collaboration with colleagues and organizations within Agency and throughout the federal government, focusing on agency programs.
- Understand statutes, regulations, government policies to develop interagency agreements, position pa-pers, presentations, and talking points addressed to various audiences, including senior leadership and external stakeholders.
- Assist in drafting legislative and policy memos, pass backs, response papers, and reports to Congressional inquiries, Inspector General (IG), Government Accountability Office (GAO), HHS department, OMB etc.
Education/Certifications: - Bachelor's degree and a minimum of six (6) years of professional experience as a policy analyst. The degree must be in Political Science, Business, Communications, Marketing, Journalism, English, or related field required, OR
- Master's degree and a minimum of four (4) years of professional experience as a policy analyst. The degree must be in Political Science, Business, Communications, Marketing, Journalism, English, or related field required.
Qualifications: - Bachelor's degree and a minimum of six (6) years of professional experience as a policy analyst. The degree must be in Political Science, Business, Communications, Marketing, Journalism, English, or related field required.
- Master's degree and a minimum of four (4) years of professional experience as a policy analyst. The degree must be in Political Science, Business, Communications, Marketing, Journalism, English, or related field required.
- Relevant experience must be in emerging government activities, budget processes, and developing; writing, and editing written communications.
- Strong research and project management capabilities.
- Demonstrates professional judgment and editorial skills.
- Experience in the translation of complex information into engaging and succinct content targeted toward specific audiences.
- Demonstrates skill in communicating complex, technical or policy issues to diverse, non-technical audiences.
- Have useful programming and analytical skills for accurate database management.
- Proficiency in multimedia platforms with desire to learn new technologies and platforms.
- Capacity to set priorities and meet deadlines, and ability to multi-task.
- Excellent verbal and written communication skills.
- Proficiency in internet research with solid understanding of macro-economic and business environment.
- Public Trust Clearance
- Must be a US Citizen.
