The essential functions of the position are: carrying out, interpreting, coordinating and enforcing existing policies and procedures relative to plumbing maintenance and repair activities; training and monitoring personnel in safe work practices; monitoring employee performance, providing feedback and coaching as needed; leading subordinate staff in the inspection, testing and maintenance of water-based fire protection systems in accordance with NFPA 25 standards; supervision of front line supervisors; creating an annual budget; preparing requisitions for equipment and supplies; developing scopes of work, budgetary costs and project schedules, making regular contacts with outside organizations, other departments and the general public on matters relating to plumbing activities; preparing, checking and reviewing operational records and reports. You are excited about this position because you will:Plan lay-outs, direct and -inspect the work of subordinate plumbers and other personnel engaged in plumbing maintenance and repair work.Make preliminary, progress and final inspections on complex jobs for compliance with specifications, codes and approved practices.Estimate and requisitions supplies and materials, including the determination of kind, grade, size quantity and quality.Analyze and interpret blueprints and specifications.Consult with and advise administrative and other building repair personnel regarding plumbing methods and techniques in altering, maintaining or repairing equipment or systems.Cooperate with other craftsmen in performing tasks involving other trades; assure work is properly coordinated with other trades.Maintain records and make reports as required.Assist in the development and advancement of subordinates through training and effective use of employee development program.Perform other duties as assigned.Qualifications Education: Completion of the recognized Apprenticeship of the United Association of Journeymen and Apprentices of the Plumbing and Pipefitting Industry of the United States and Canada and City and County of San Francisco General Plumber Apprenticeship program in class 7465/7466. Experience: Three (3) years of journey level plumbing experience in building trades, including two (2) years of supervisory experience. License and Certification: Possession of a valid California driver’s license. Substitution: Completion of a recognized five (5) year plumber’s apprenticeship program and three (3) years of journey-level experience as a journeyman plumber may be substituted for the completion of the City and County of San Francisco General Plumber Apprenticeship. Additional qualifying journey level experience may be substituted for the required plumbing apprenticeship on a year-for-year basis. One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment. Desirable Qualifications:Two (2) additional years of experience equivalent to the scope level of Class 7213 Plumber Supervisor I. Selection Procedures: After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following: Minimum Qualification Supplemental Questionnaire (MQSQ): (Weight: Qualifying) Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications. Basic Supervisory Exam: (Weight: 50%) Candidates will be administered a written multiple-choice examination that is designed to measure basic knowledge of various supervisory practices and procedures (e.g. directing, counseling, guiding, evaluating, motivating, disciplining, developing and training subordinates, delegation, etc.) as well as customer service and reading comprehension. This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review. The examination is administered via computer or in paper format. Qualified candidates will be notified of the particular format to be used in their test appointment notification. The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used. Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent. A passing score must be achieved on the Basic Supervisory Examination in order to move forward to the Written Examination. Candidates who are successful in the Basic Supervisory Examination will be invited to participate in the Written Examination. Written Examination - Weight: 50% Candidates who pass the Basic Supervisor Examination will be invited to participate in a written examination designed to measure their relative knowledge, ability and skill levels in job related areas. Written, assessment type, or other performance-based exercises may be utilized. Candidates will be placed on the eligible list in rank order according to their final passing score. Candidates must achieve a passing score on the basic supervisory and written examinations in order to be ranked on the eligible list. Applicants who meet the minimum qualifications are not guaranteed to advance through all of the steps in the selection process. Transportation Security Administration (TSA) Security Clearance: Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening.
