The World Bank’s Climate Change Finance Mobilization Unit (SCCFM) is home to climate finance initiatives that deliver innovative and scalable climate and environmental action. With more than $5 billion in capital these initiatives: 1. Create partnerships to develop new financial instruments for low-carbon, climate-resilient development, 2. Build supportive policy and regulatory environments to help lower the cost of capital and dismantle barriers to projects, 3. Catalyze private sector capital to finance and scale-up climate action.
Within SCCFM, the overall development goal of the Enhancing Access to Benefits while Lowering Emissions (EnABLE) multi-donor trust fund—a global knowledge, operations, and technical assistance program—is to enhance the inclusion of beneficiary marginalized communities and disadvantaged groups in Emission Reductions Programs (ERPs) under Scaling Climate Action by Lowering Emissions (SCALE)* and its associated trust funds (including the Bio-Carbon Initiative for Sustainable Forest Landscapes (Bio-ISFL), the Carbon Initiative for Development (Ci-Dev), and the Forest Carbon Partnership Facility (FCPF) to maximize their carbon and non-carbon benefits. Achievement of this objective is expected to contribute to broader outcomes, including improvement in the resilience of livelihoods, biodiversity conservation, and climate change mitigation.
By maximizing access to both carbon and non-carbon benefits resulting from ERPs, EnABLE seeks to contribute to improved livelihood resilience, biodiversity conservation, and climate change mitigation for the most vulnerable. While recognizing that many populations are disadvantaged, marginalized and vulnerable, EnABLE has been designed to specifically address the following populations, which are referred to as “EnABLE constituencies.” They are women/girls, children/youths, Indigenous Peoples, people living in poverty, local communities (LCs) that share similarities with the IPs, and other marginalized populations (OMPs).
ISFL provides technical assistance for emissions-reduction programs that impact multiple sectors of the economy, as well as results-based payments to incentivize and sustain program activities. ISFL programs also serve as in-country strategic engagement platforms to mobilize, coordinate, and scale up funding from different sources. The ISFL is focused on synchronizing multi-sector, multi-partner land-use interventions from both the public and private sectors to maximize positive results.
The EnABLE and ISFL team is seeking a highly motivated Junior Professional Associate with a deep interest in climate change and social development located in Washington, DC. The JPA will support the SCCFM and EnABLE/ISFL team in the running of the funds’ portfolio, supporting the organization of high-level conferences and trainings, supporting communications and the delivery of knowledge/technical studies. The JPA will also support the drafting of briefs and strategy documents. The JPA will report to the Funds Managers. The JPA will be trained in the various aspects of the funds’ operations, communications, and knowledge and capacity building efforts, which will provide hands-on experience in a unique team within the World Bank. This rich learning experience will enable the JPA to effectively contribute to the EnABLE’s and ISFL’s mandates of social inclusion in ERPs and prepare for future career opportunities at the intersection of international development, climate action and social justice. The JPA will learn how the World Bank is working to fight climate change while building supportive environments for social inclusion, thus playing a role in the institution’s mission to address climate change and promote sustainable development.
Duties and Responsibilities • Assist in managing the funds’ portfolio, ensuring efficient operation and adherence to the fund’s objectives.
• Aid in planning and executing high-level conferences and training sessions, including logistical support and content development. • Contribute to the development and dissemination of communication materials, including newsletters and annual reports.
• Support the delivery of knowledge products and technical studies, providing research assistance and contributing to the drafting process. • Assist in preparing briefs, strategy documents, and other key materials to support the EnABLE and ISFL initiatives’ goals and activities.
• Assist in the preparation of the Monitoring, Evaluation and Learning (MLE) of EnABLE and ISFL
Selection Criteria
• Strong analytical and research capabilities in one or more of the following areas: Social sciences (anthropology, sociology) and environmental studies (climate change, forest and sustainable land management)
• Excellent written and verbal communication skills. • Ability to work effectively in a multicultural and multidisciplinary environment.
• Strong organizational skills and attention to detail. • Proficiency in English is essential; knowledge of French and/or Spanish is highly desirable.
